Do co-authors receive an email to create an account when added as a co-author?

If someone adds a co-author in the abstract or submission system, does that co-author receive an email to create an account immediately when the draft is saved, or only after the application is submitted?

When a co-author is added, the system instantly creates an account for that co-author and sends them a welcome email containing login credentials. This email is sent even if the application draft is saved but not yet submitted. Therefore, co-authors receive the email upon being added as co-authors, regardless of the submission status of the application.
